Agency Overview

The mission of the Division of Building Safety is to safeguard the citizens of Idaho through responsible administration of building and construction related safety and licensure standards while promoting a positive business climate.

The Division of Building Safety (DBS) is a dedicated fund agency within the Executive Office of the Governor. 

DBS is host to eight regulatory boards, members of which are appointed by the Governor. These boards are:

Damage Prevention Board
Factory Built Structures Advisory Board
Idaho Building Code Board
Idaho Electrical Board
Idaho Heating, Ventilation and Air Conditioning Board
Idaho Plumbing Board
Public Works Contractor Licensing Board
School Safety & Security Advisory Board

DBS is the licensing agency for plumbers, electricians, HVAC technicians and public works contractors statewide and oversees applicable trade apprenticeship programs. The agency also issues permits and performs code compliance inspections in areas of the state where DBS has jurisdiction.

Under an agreement with the Idaho Industrial Commission, DBS performs annual health and safety inspections of public schools and state-owned and leased buildings and operates the Idaho Logging Safety Program. The Division’s Industrial Safety Group oversees a certification and inspection program for elevators and escalators throughout the state.

DBS performs code compliance plan review for public school buildings, for buildings constructed by the State of Idaho and for modular building manufacturers.

The main DBS office is in Meridian. Regional offices are located in Coeur d'Alene and Pocatello. Services are provided at our offices, by telephone and through our Web site at https://dbs.idaho.gov/.
