171. TRAFFIC CONTROLS. (7-1-97)

01. Scope: (7-1-97)

a. Traffic control shall conform to all other applicable requirements of this standard, as well as the following provisions. Nothing in this standard shall be construed to prohibit better or otherwise safer conditions than specified herein. (7-1-97)

02. Definitions: For definitions of other terms used in this section, see sub-section 010 of this standard. (7-1-97)

a. Barricade is an obstruction to deter the passage of persons or vehicles. (7-1-97)

b.  Flagging is the control of vehicles and pedestrians manually though the use of a flagger.  (7-1-03)

c. Signs are the warnings of a hazard, temporarily or permanently affixed or placed, at locations where hazards exist. (7-1-97)

d. Signals are moving signs, provided by workers, such as Flaggers, or by devices, such as flashing lights, to warn of possible or existing hazards. (7-1-97)

e. Tags are temporary signs, usually attached to a piece of equipment or part of a structure, to warn of existing or immediate hazards. (7-1-97)

03. General Requirements: (7-1-97)

a. All traffic control devices and procedures used to manually control traffic shall conform to Manual on Uniform Traffic Control Devices for Streets and Highways. (7-1-97)

b. Traffic control devices shall be installed or instituted at the inception and shall be properly maintained and/or operated during the time such special conditions exist. (7-1-97)

c. Traffic control devices shall remain in place only as long as they are needed and shall be immediately removed thereafter. (7-1-97)

d. Weeds, shrubbery, vehicles, construction materials or equipment, spoil, etc., shall not be allowed to obscure any traffic control device. (7-1-97)

04. Flaggers: (7-1-97)

a. When operations are such that signs, signals and barricades do not provide the necessary protection on or adjacent to a highway or street, parking lot, or where traffic control is necessary, flaggers or other appropriate traffic controls shall be provided. (7-1-03)

b. Signaling directions by Flaggers shall conform to the Manual on Uniform Traffic Control Devices for Streets and Highways. (7-1-97)

c. Hand signaling by Flaggers shall be by use of red flags twenty inches square or STOP/SLOW paddles eigtheen (18) inches top to bottom and side to side  , and in periods of darkness, red lights. (7-1-03)

d. All flaggers shall wear high visibility clothing (vest, shirt, or jacket) and a matching colored hard hat or soft cap. The color shall be yellow, strong yellow-green, orange or fluorecent versions of one (1) of these colors. The hard hat is required when working in areas where there is a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock or burns. (7-1-97)

e. In all cases, nighttime flagging requires retroreflective garments. The retroreflective material shall be orange, yellow, white, silver, strong yellow-green, or a fluorescent version of one (1) of these colors and shall be visible at a minimum of one-thousand (1,000) feet. The retroreflective clothing shall be designed to identify clearly the wearer as a person and be visible through the full range of body motions. (7-1-97)

05. Barricades:

a. Barricades for protection of employees shall conform to the portions of the Manual on Uniform Traffic Control Devices for Streets and Highways relating to barricades. (7-1-97)
