 Proposed Rules & Legislation

1.     HB 112 - passed effective 7/1/09

Summary --Amendments to I.C.§ 54-5012 would make HVAC apprentice and specialty apprentice registrations valid for a period of five (5) and two (2) years respectively in favor of the annual registration currently required by the statute. Amendments would also clarify that the new above registration periods would expire on the last day of the month of the licensing period. Additionally, it would establish a new registration fee for HVAC apprentice and specialty apprentice registrations at $50.00 and $20.00 respectively.

2.     HB 258 - passed effective 7/1/09

Summary --The purpose of this legislation is to provide for a specialty limited heating contractor, outlines activities to be included, and specifies training.

3.     Docket 07-0701-0801 - passed effective 4/9/09

Summary --HVAC Multicolored Inspection Tag IDAPA 07.07.01.60 This rule change would eliminate the different colored inspection tags for different types of inspections that DBS inspectors affix to plumbing installations. One (yellow) tag would be used for all inspections with the exception that those failing inspection still receive a red tag. It also eliminates the requirement that the tag be placed on the equipment inspected.

4.     Docket 07-0701-0802 - passed effective 5/8/09

Summary --HVAC Permit Fees for Larger Homes IDAPA 07.07.01.051 This rule change would simplify the calculation of permit fees for larger homes (homes over 4,500 square feet) to include a base fee ($325) plus additional fees ($65) for every 1,000 feet of square footage beyond 4,500 square feet (or a portion thereof). It also clarifies that the square footage basis for the permits includes living space only.
